This number called me a few times today - I finally answered and they wanted to give me grant money because I had never been arrested, filed bankruptcy and paid my taxes on time. He kept talking so I listened and waited. He finally asked me how I wanted my money sent to my wire transfer etc. I told him I wasn't interested - very politely. He immediately got angry with me and told me I just wasted his F*CKING time. I told him I didn't think I had, I needed to hear what he was offering, but again he yelled at me and told me I wasted his F*CKING time and hung up on me.
