VM said they had a very important tax message for me and for me to call them back. I was surprised that the IRS knew my cell phone number!

Called and said I had a tax lien that was recently filed in my name with my address/home being liened and I went to my county clerks office and was told it was another person with my name and a different address and was not me at all.
Help identify who is using this number!
