Sounds like an inexperienced human representative with an American accent, but only seems to recognize certain voice prompts, not actual conversation and will talk over you as if you didn't say anything or agreed to continue. Then "transfers" to another automated voice, then to someone with a heavy foreign accent that's barely understandable. These calls start after filling out an eligibility questionnaire on websites such as section-8-housing.com. "It looks like someone in your household is in need of, or looking for [such-and-such]." What looks like an American area code may actually be a foreign country code.
