I called Blue Cross of RI and this is indeed a Blue Cross affiliate. It is a survey company that does a survey on the quality of customer service provided by Blue Cross of RI.
Caller ID indicates call is from Blue Cross/Blue Shield of Rhode Island; but "229" is not an exchange belonging to Blue Cross.
