I also received a call (8/21/2019 at 1:39 pm) with the same message as above.
Although I only got a partial message (the end) because the recording starts before connecting to the voice mailbox, the end of the threatening message states: "...Deliberate ignorance of this message will be considered intentional attempt of non-appearance."
Ask for someone and I told them they had the wrong number and asking why they kept calling my house repeatedly. She asked for the homeowner. I told her there isnt a homeowner here and to stop calling my house. Ahe called back from a block number and said she would keep calling my house..... 40 mins later she finally stopped.
