They tried to Skype me from this number at 4:00AM

I had a problem and contacted MS online and this is the number that called me back with a legit solution. However, instead of helping me install the MS 365, they did something to my computer which caused the my laptop shutdown. The next day, I received a hijack warning and request me to call 1-800-643-4605. I called and they asked for $200 to solve some problem. I am thinking to report them to somewhere. Do you know where I should report them?

I had a problem and contacted MS online and this is the number that called me back with a legit solution. But that DOES NOT MEAN if you get an unsolicited call that the number isn't being spoofed by crooks.

This is legit Microsoft number. if you are getting other contact that is not Microsoft then the number is being spoofed.
