It's actually the IRS. I was speaking to an IRS agent by calling their toll free number. My phone dropped signal mid conversation and the same agent I was speaking to called me back from this number.

The biggest hint that something is wrong here is that the number give you a message that the number is incorrect. Basically, the number does not exist. No legitimate call would originate from a fake number. This is a scam to try to get information from you. IRS only uses mail to contact people. You can call them, they are not allowed to call you.

Called stating they were with the IRS and to call them back by the end of the day

Caller said they were from the IRS and gave an ID number. They were asking for a certain person which was not me. I told them the IRS does not call people. The person got agitated and said they did when it was a congressional inquiry and then hug up. I still think this was a scammer based on the rude response.

I work for the IRS, this is a legitimate phone number with contact representatives calling in response to taxpayer inquiries about the stimulus payment. We are calling on behalf of the congressman’s office. We do not have the ability to receive a call back, so we leave a message that we will try one more time before sending a letter. If you wrote to your congressman or senator about your stimulus check, you will most likely get a call from this number or similar numbers from across the country.

Called saying they were calling on behalf of an inquiry I made to my congressman regarding stimulus issues (oddly enough, I had contacted my congressman, so how did these scammers know that?? ). Asked for ss# to verify my identity. Nope. Don't think so!!
