I am the owner of this number. I have received reports that my number has been used in "Neighbor Spoofing" scams. I have no control over this, the people who are doing it are breaking the law, and I have tried to contact the phone company but "there is nothing we can do" is all I got. Please don't call me and yell at me for calling you. I didn't call you. I'm just as much a victim in this as you (more so because I get calls from angry people quite often).
