This is just a theory. I'll try to make it as concise and to the point as possible. AT&T is a notorious robo-caller. As is Portfolio Recovery LLC. The way Robo-Calling works is that when they call and you physically answer the phone, you've signaled to them that your phone number is active. It is the purest and most insidious form of Phishing. Anyone who has answered a robo-call only to have them hang up on you proves this. You have essentially flipped a switch. Reading posts that indicate hearing only heavy breathing or keyboard ticking sounds to them eventually hanging up, most of the time is because you haven't said anything. But if you answer a call and reflexively say "hello" you have confirmed to them that it is a live, personally owned tel number, thereby opening the Pandora's Box of incessant calls several times a day everyday. My theory is that AT&T is paid by Portfolio Recovery to do the dirty work for them. I came to that notion by reading posts from people who haven't had an AT&T account for several years, but have not changed their number that also happen to have outstanding debts. Then the robo-calls come with reckless abandon. Again, this is just a theory, but it is an informed theory utilizing simple deductive reasoning.
