Got a call from this number. I contacted the department of consumer and regulatory affairs directly. There is a Zachary Schwartz that works with the dc police but he has nothing to do with the DCRA. Total scam
Voicemail said it was Officer Zachary Swartz with some consumer affairs agency and has legal documents with my name on them to verify or something. Total BS but at least he put in some effort :P
