charge for $1278.99 on paypal account. Don't have a pay pal account

I received email claimed a charge of $1398.88 on Paypal. Supposed to call 866-218-5359. I did that. Ultimately they wanted me to download a program that thankfully, my security blocked....the charge was supposedly through Bit Coin which I don't understand anyway. The PayPal email address was robinaugustddvk@gmail.com
