Typical IRS scam -- will claim you owe money and FBI/CIA/ISIS/etc are going to kill your dog if you don't pay them in gift cards. The number is registered with Zipwhip VoIP. I've reported it to them and if you receive a call from this number I highly suggest you do the same.

I received a voicemail from a male at this # who stated he was calling in regards to a formal complaint filed with his office and urging me or my legal rep to call back. When I did, he wouldn't provide me details and hang up on me twice.
