Says they are Microsoft and that my license has expired.

The recording says it's Microsoft, but it is NOT Microsoft, nor it this the number for Microsoft. Microsoft does NOT call it's customers, ever. These are "people" well...the epitome of thieves pretending to be people calling you ONLY to STEAL ANY information they can from YOU!!!
