At this point a live human picks up and provides more blather that makes it sound like it's a California state energy program offering rebates for solar installation. I didn't play further along other than ask for their name "California Energy Program" which is vague, and false) and phone number (which the newbie boiler room operator naively gave me (916-752-6652). It is clear that (1) this outfit is a boiler-room operator (I could hear raucous laughter in the background) using mass subleased phone lines to violate Do Not Call laws, and (2) they are falsely claiming that their robo calls are sanctioned by a state energy agency, which they are not.
