Claims they are calling on legal matter for the owner of my number. One I am that owner and I am not the person they keep looking for. Refuses to remove my number and constantly calls, texts, voicemail. They spoof their number to get by the blocks.

Leaves threatening voicemails. Does not leave information about what company it is. They spoof the number to make it seem like the call is coming from an animal hospital or dentist.
