Said it was a "Business Call" calling business owners in our area. We're in Maryland and he's in California so pretty sure that's a line of bull.
Who is this saying they are calling on behalf of Edison Electric? He says his name is Joe Perez and he wants to lower your energy bill. Sounds super phishy.

Just received the same VM as above. No call, just a VM appeared from 224-319-2190. I have received this exact VM before.
