Chinese speaking spam caller. Don't know which agency they are pretending to be, but calling a govt issued cell phone out of working hours is not legit.
CALL ANSWERED. VOICE ON THE OTHER END WAS CHINESE OR LANGUAGE SILMILAR.
Entered a block on my cell phone for this number. Chinese language recording not known what the message is, but it is annoying and certainly unwanted.
